It is strictly prohibited to run an electric cable across or under the public highway, including the pavement, from a home or workplace to charge an electric vehicle. This restriction applies even if the cable is covered with protective measures, such as a cable protector, or ramp.
Under the Highway Act 1980, action may be taken to remove cables deemed unsuitable or unsafe. As a result, this method of on-street electric vehicle charging is not considered a viable solution for residents who do not have off-street parking provisions to charge their electric vehicle at this time.

The Council is working with the Liverpool City Region Combined Authority to expand the borough’s electric vehicle charging network as part of the Government’s Local Electric Vehicle Infrastructure (LEVI) funding programme. Our priority is to improve access to charging for residents without off-street parking, helping to create a well-connected and accessible public charging network across the borough.
As part of the Council’s Electric Vehicle Charging Strategy, we are working to develop infrastructure for those without off-street parking, as well as public charging points accessible to the wider community.
This infrastructure will include reviewing locations for various charging, Lamppost, Bollard Charging and Pavement Channel, as well as destination and Rapid Charging points.
We anticipate commencing delivery of the first phase of the strategy by the end of 2026 following local consultation.

The Council is currently working with Liverpool City Region Combined Authority on the development and delivery of a City Region-wide pilot to evaluate cross-pavement charging channel solutions (XPS) for residents without access to private driveways, as part of the wider Electric Vehicle Charging Infrastructure (EVCI) Strategy.
